The Kelsall population is lower in the 1860 census than in 1850. I have found no evidence in the 1860 census of any Kelsall immigrant arriving in this decade. The families seen in Brandon, Iowa and Cincinnati in 1850 remain in 1860, with two other family groupings.

The Philadelphia family seen in 1850 is not found in 1860. We know Peter died in 1852 but Mary lived until 1885. Sarah and Mary may have married

George Kelsall, who was in Ohio County, Virginia in 1850 has moved to Pleasants County, West Virginia – a relatively short distance down the Ohio River.

There is a new family, Jane and John in Campbell County, Kentucky. Both were born in Virginia so there could be a connection to the family from Ohio County Virginia.

I am not counting a family in Christian Illinois indexed by Ancestry as Kelsal. Notes on Ancestry suggest that the name is really Kelso.
